The city of Asheville is governed by a council-manager structure. The policies of the city of Asheville are established by the Asheville City Council. The City Council consists of a mayor and six council members who are elected at-large for staggered four-year terms. The City Council hires a city manager to oversee day-to-day city operations and to carry out laws and policies enacted by the Council. In addition, the city manager ensures that the entire community is served. The Mayor Esther E. Manheimer was elected to the Asheville City Council in 2009 and was elected Mayor in 2013 and again in 2017.
