Community Outcry over Local Homeless Man’s Alleged Repeated Threats and Violent Behavior

ASHEVILLE, N.C. — Women living near Montford Park in Asheville have raised safety concerns over a homeless man’s alleged repeated violent and threatening acts. Kevin Rainey, 48, was arrested on May 3 after causing more than $3,000 in damage to a Montford resident’s car. Rainey, with a history of criminal offenses including car theft, break-ins, and drug charges, is currently in jail on a $1,000 bond.

Residents Voice Outrage

Residents of Montford have shared accounts on the community blog page detailing their encounters with Rainey over the past two years. Melissa Hahn, one of the residents, recounted a recent incident where Rainey attempted to break into her house, threatening her with violence. Despite calling the Asheville Police Department, Hahn expressed dissatisfaction with the response received.

Police Response

After reaching out to the Asheville Police Department regarding Hahn’s case, a lieutenant contacted her to discuss the incident. It was revealed that the incident was incorrectly filed, raising concerns about the handling of such cases. Rainey has been arrested 20 times in Buncombe County since 2007, with a history of alleged crimes.

Community Safety Concerns

A female neighbor who wishes to remain anonymous due to safety concerns described Rainey’s erratic behavior, suggesting underlying psychological issues. Another resident recalled witnessing Rainey making specific threats towards a driver in the area, raising fears of potential violence. Residents are calling for more proactive measures from local authorities to address the homelessness crisis.

Struggles with Response Team

While a community response team consisting of Asheville firemen handles homeless cases, cases involving violence are directed to APD. The team lacks a licensed clinician to assess individuals exhibiting erratic behavior, highlighting gaps in the response system. Concerned individuals are urged to contact the response team for assistance.
