Asheville, N.C. experienced a bit of chaos on what should have been a regular Monday morning commute. A weekend construction closure along I-40 east stretched longer than expected, leaving many drivers in a frustrating traffic jam. The scheduled closure was meant to run from 8 p.m. Friday, Sept. 13 until 6 a.m. Monday, Sept. 16 to allow workers to perform essential bridge repairs. However, the road remained shut until 11 a.m. on Monday, causing delays and headaches for commuters heading to work or school.
The construction was part of ongoing bridge work over the French Broad River. Crews were busy working on various tasks, including hydro-demolition of old concrete, pouring new concrete, paving bridge approaches, and putting down fresh lane markings. With all these activities, it seems the folks at Harrison Construction underestimated the time required to finish. According to the North Carolina Department of Transportation (NCDOT), the contractor was unable to meet the original deadline.
In light of the overrunning closure, NCDOT spokesperson David Uchiyama stated that the department is considering assessing fines against Harrison Construction. The maximum possible fine is quite significant: $5,000 for every 15 minutes that the highway remains closed beyond the time agreed upon. The final amount will be determined once the entire contract is completed, so it could be days before we find out how much this will truly cost the company.
Mr. Uchiyama mentioned that NCDOT engineers are planning to meet with the contractor to discuss improvement strategies. This will hopefully lead to better planning for future weekend closures in this area.
